People tend to rank destinations by other ex-pat communities that are already there. They look at whether or not their mother-tongue is spoken in the country and, usually, what the climate has to offer.
A study by the The British Council and the Migration Policy Group has ranked Sweden as the country that best integrates its new immigrants. An analyst from the Migration Policy Group, Thomas Huddleston, said that Sweden's high position on the table resulted primarily from the country's attention to fairness. “Sweden’s legislation and policies are based on the idea that if you have legal status in the country, you will be treated the same as everyone else, which is very beneficial to immigrants." Then came Portugal, Canada, Finland and the Netherlands, while the five lowest ranking in terms of immigration schemes were Lithuania, Malta, Slovakia, Cyprus and Latvia.
