Using the results of the 2007 Migrant Integration Policy Index, the first part of this article presents the state of citizenship(s) in the EU Member States. The few high standards in Council Directive 2003/109/EC may have had a greater and wider impact on the eligibility, procedural guarantees, and rights of long-term residents than many similar “soft” trends in naturalisation.
