Policy Analysis and Europeanization: An Analysis of EU Migrant Integration Policymaking

MIPEX measures and compares migration policies in EU member states plus non-EU countries such as Australia, Canada and the USA. The indicators use European benchmarks derived from both the EU and Council of Europe human rights standards as the basis for assessment. As a result, EU member states are compared with each other and evaluated in relation to their conformity with European standards and then to a group of non-EU countries such as Australia and Canada. Researchers that have been involved in establishing the MIPEX argue that the aim was neither to name and shame member states nor to provide the basis for referrals to the Court of Justice of the European Union (CJEU) in cases of non-compliance with EU laws (that are binding and have to be implemented) (interviews).
MIPEX has, however, led to the production of league tables and rankings that allow for a fairly easy identification of better and worst performing member states and have led to increased debate with each iteration as MIPEX reached itsthird edition in 2011.
