Policy change, however, comes slowly. Legal integration is only a first step on a long path towards societal integration. Benchmarking policies according to European and international standards is crucial. The Migrant Integration Policy Index (MIPEX) produced by the Migration Policy Group provides a tool for such benchmarking by measuring and comparing integration policies in 31 countries in Europe and North America. Using 148 policy indicators the MIPEX creates a rich, multi-dimensional picture of migrants’ opportunities to participate in society by assessing governments’ commitment to integration. The MIPEX reveals whether all residents are guaranteed equal rights, responsibilities and opportunities, and demonstrates how countries can do better in creating the legal environment in which immigrants can contribute to a country’s wellbeing,where they have equal access to employment and education, live in security with their families, become active citizens and are protected against discrimination.
